Group Administrator

Have a Group Admin option alongside the Member option under User Management. This would be checkable by a Server Admin. This would give the Group Admin the ability to access to Operator Priority, 'Edit' Language (but not New/Remove/Default) to set/update Group auto-replies, general 'admin' duties for their Group (sub-set of User Management). They would also have the ability to Update the Profile and auto-replies for Users within their Group.
