Preserve filters after expiration, add filter pruning option

When going back in to check on filters we created a few weeks ago (intending to extend them), we noticed they were all gone.

How we think it "should" work...
1. Add "status" column for filters (adjust queries accordingly)
2. Add "Settings > Database > Pruning > Filters" option
